Carona gave badges for money
Don Haidl
testified today that
ex-sheriff Mike
Carona doled out
reserve badges and concealed
weapons permits in exchange
for money. “I’m the
sheriff, I can do what I
want,” Haidl recalled Carona
saying about businessman
Ed Grech.
Haidl said he was concerned
about Gretch because he been
overheard on a wiretap in an
FBI investigation.
Haidl, a former assistant
sheriff who ran the Sheriff
Department’s reserve
division from 1998 to 2004,
testified that he and Carona
decided to make badges for
reserves — volunteers for
the department — “identical”
to badges of sworn deputies.
Haidl had earlier
testified that he and Carona
wanted to expand the program
to 1,000 people, and that
they wanted reservists to be
mostly professionals who
could donate a total of $1
million to Carona’s future
campaign coffers.
Carona’s reserve program
has undergone past scrutiny.
In 2001, a state commission
decertified 86 reserves
because of a lack of
training and failure to pass
background checks. It was
unclear Friday whether that
group was the same 86
mentioned in Haidl’s
testimony.
Today, Haidl told jurors
he and Carona made an
initial list of 86 people —
friends, family and
contributors to Carona — who
should become reserves.
Haid also testified that
he created a new level of
reserves — Level 4 — in
order to get around new
state requirements that went
into effect in 1999 for more
strigent training for
reserves. “They appeared to
be the same, badges … but
they had no police powers,”
he said.
The men also discussed
how contributors would be
issued concealed weapons
permits. Carona implemented
a new department policy
regarding the permits, which
allowed reserves to carry
concealed weapons, Haidl
said.
Anyone who wanted to be a
reserve had to be referred
by an assistant sheriff and
fill out “non-political”
forms that would be kept on
file in the sheriff’s
department, he testified.
Haidl explained they needed
the forms in order for their
actions to appear
legitimate.
“It would be good to have
(a form) in every file in
case anyone came forward and
said they gave money for a
badge,” he testified.
“Were there people paying
for their badges?”
federal prosecutor Brett
Sagel asked.
“Yes, sir,” Haidl
replied.
“These forms would give
Mike Carona plausible
deniability.” he added.
Wealthy friends of Carona
would automatically be given
reserve status, Haidl said.
For example, Haidl said,
businessman Frank
Hanshaw donated
$700,000 to the Mike Carona
Foundation and was made a
reserve. Hanshaw was a “wobbler,”
meaning his background was
questionable, Haidl
explained. He said he talked
of his concerns with Carona
about Hanshaw.
“(Carona said) just to
make it happen … he talked
about him being wealthy,”
Haidl said.
Others who put in
applications included
Henry Samueli
— the co-founder of
Broadcom, Haidl said.
“(Carona) said he’s a
real wealthy guy … and
wanted him and a lot of guys
at Broadcom in the program,”
he testified.
