In recent weeks articles
have appeared in the Media that the State of California
is twenty billion in debt. The word from Sacramento
that taxes have to be raised or tax items that have
never before been taxed, such as
personal services.
The people
of California certainly don’t need
any new taxes with the
economy in such bad shape, however
something has to be done.

Committee unanimously sent the bill forward to Assembly

not solve the deficit, it certainly would
help. Keep in mind when the
Federal issues concerning online poker
are settle, and they will be. The

offer services to other states and
the world, bringing in billions.

a great advantage.

their Assembly and Senators and ask for their
Support of AB2026.
The point of Thanksgiving is to remember the things we have to be
grateful for. It's our special time to give thanks... not just for the
obvious, like food, but for the thousands of fortunate moments, the
multitude of blessings that we receive each year.
That's not always as easy as it sounds. We tend to remember the bad
things much more easily than the good. Make thankfulness an everyday
habit. It's a skill that will benefit you throughout the year.
Begin by keeping a gratitude journal. Don't write down negative things;
only positive ones. For example, "I'm grateful that I made it through
that heavy rush hour traffic safely." "I'm grateful that I got to see a
beautiful sunset." "I'm grateful that I have a class at school that I
really like."
Think of all the good things that happened because something bad
happened first. For example, "If that slow driver hadn't pulled in front
of me, I would have gotten a speeding ticket." "If I hadn't tripped on
the playground, I would never have met such a nice person." "If I hadn't
experienced unemployment, I would never have acquired the skills that
got me a more fulfilling job."
Don't focus on what you don't have. Focus on what you do have. For
example: "I'm so fortunate to have a warm place to sleep in the winter."
"I'm so fortunate to live in a safe neighborhood where I can take
walks." "I'm so fortunate to be able to see the beauty around me."
Think about people you've known that have made you thankful for their
existence. They can be family, friends or simply people that you've read
about or seen on television. Imagine how many other people there are who
might be equally as wonderful. You just haven't met them yet.
Think about people who have made life hard for you. Now think about the
things you accomplished because of them. Did you finish something
because they said that you couldn't? Did you get better at something
because they made fun of you when you did it badly? Did their cruel
actions make you vow never to treat others that way? Even the negative
forces in your life can be hidden blessings, worthy of your gratitude.
Think about the animals that have given you joy: Dogs that love you with
every inch of their hearts, cats that think your lap is the best place
to nap in the whole world, birds whose songs uplift your spirit,
squirrels whose antics put a grin on your face and so on.
Think about the places that make you smile: A favorite hangout, a wooded
trail, an exciting city, a great spot from which to view the sky, a hill
that you once rolled down. Give thanks for all these things.
Now pass it on. True gratitude involves action. Lend a hand. Pitch in.
Make a gift. Give your time. Listen. Give back as often as you can. Even
a friendly greeting can make all the difference in the world.
Create your own opportunities for gratitude. Do you know someone who
never seems happy? Be ready with a smile and a kind word each time you
see them. It may require patience, but eventually, they'll smile first
when they see you. Your interactions with them will be much more
pleasant. Guess what? You'll have a new reason to be thankful!
Let others know when they've done something that you're thankful for.
For example, "I'll never forget how you stuck up for me. It meant a
lot." "That email you sent really made my day." "You make shopping here
a pleasure." An attitude of gratitude spreads like ripples from a tossed
pebble, benefiting all it touches.
Remember that hard times make good times sweeter. Also keep in mind that
obstacles and challenges not only make you stronger, but they force you
to explore outside of the comfortable routine that you've settled into.
Without challenges, there can be no progress. Without obstacles, there
can be no achievement. Be thankful for the opportunities.

written in the past about our Sheriff Michael Carona and for
breaking the news of the indictment of Carona on federal
corruption charges stemming from a lengthy investigation into
allegations that he had misused his office for financial gain,

again want to thank Mr. Webster for reporting and keeping the
Journal’s readership up to date and not giving up on Carona’s
misdeeds and for years gave much more detail then the main
stream news media provided. According to the Journal and others
Carona also appears to be well known by Vegas notorieties who

"war president", Bush, in his rush to drag

ends brings on the specter of WWIII in a fit

Death and destruction seem to mean
nothing to the President as he plays with
unsubstantiated facts and figures. Every
time W. tosses out more uncorroborated
information about
Iran, U.S. intelligence agencies are
quick to step in and contradict it.
Bush's phony facts about Iran's
weapons of mass destruction are as
non-existent as they were about Iraq's WMD's.

Dear Mr. Webster:
Thank you for
contacting me to express your support for the Fair
Tax Plan. I appreciate hearing from you on these
matters.
I
agree that the current income tax system is broken
and we need real reform. As a CPA with a Master's
Degree in Business Taxation, I appreciate and
support many of the theoretical underpinnings of the
Fair Tax and share the desire to see an alternative
system of taxation put in place. Although the Fair
Tax would shift the focus from taxing work to taxing
consumption and is preferable to what we have now,
the move would be very dramatic and could have some
unintended consequences.
My
fear is that a drastically different system having
millions of retailers collect a 23 percent federal
tax and an approximate 8 percent state tax on tens
of millions of transactions per day would create an
incentive for individuals to conduct cash
transactions in a gray market in hopes of avoiding
the taxes. In order to enforce this system, we would
need a huge Internal Revenue Service that would be
more intrusive since it would need to be able to
audit this massive number of transactions.
Also,to
not have both a national sales tax and income tax,
we would need to simultaneously repeal the 16th
Amendment to the Constitution, which authorized the
income tax, and implement the Fair Tax. These
difficulties and hurdles have led me to propose a
different, more politically viable,
approach to tax reform, known as the
AMT Repeal and Taxpayer Choice Act.
The
AMT Repeal and Taxpayer Choice Act
would create a voluntary Alternative Simplified Tax
(AST) that would give individuals the option of
paying either the AST or the regular income tax as
it is structured in current law, beginning in
tax-year 2007. The bill would give taxpayers the
choice of paying either the current, regular income
tax, with standard tax rates and more available
deductions; or, the AST that has fewer available
deductions but lower tax rates. In general, the AST
would look a lot like a rudimentary two-tiered flat
tax.
Should one tax system work better for you one year,
choose it. If the other system works better in
another year, choose that. Tax payers would choose
the system every year at the time of filing their
income tax returns regardless of the system they
chose in the prior year. My hope is that it would
introduce taxpayers to the virtues of a simpler tax
code while not abruptly forcing everyone to a
completely different way of doing business. Once
Americans see the benefits of a simple system, any
system, including the Fair Tax, would be easier to
implement.

While I'm pleased to see Congress again discussing tax
reform, the
current focus on just the Alternative Minimum Tax misses
the point. No
doubt, the AMT is a problem for many, but worrying about
the AMT --
when the whole federal income tax system needs to be
replaced -- is
not going to solve the real problems facing all American
taxpayers.
As a voting constituent of yours, I support a real
alternative, the
FairTax, and would suggest you study and co-sponsor this
proposal. The
FairTax is a progressive alternative to our current
system that is
better for everyone: Citizens, businesses, and
most of all our
economy, which would be unshackled from the endless
volumes of
regulations and rules that comprise our federal tax code
today. It
will help save the "Made in America" label and protect
the
poor and middle class with a monthly prebate.
I urge you to consider and actively support a real
income tax
alternative: The FairTax. This tax reform plan, embodied
in H.R. 25,
already has 65 co-sponsors and is the only true
alternative to our
current flawed tax code. The taxpaying public --
individuals, farmers,
schoolteachers, seniors, small business owners, and
others -- will
thank you for your co-sponsorship of the FairTax (H.R.
25).

The anti-immigration movement is a
shrill chorus of self-righteous white
xenophobics (people afraid of foreigners) who
have been sucked into a divsive nationalist
agenda.
The immigration debate about brown
skinned Mexicans and Latinos is no different
than the social unrest over blacks in the 50's.
Racism has just spiraled around again and taken
on a new shape.
An example of what most Americans are
not seeing as they ride in the comfort of their
SUV. I ride public transportation and many of
the passengers are Mexican. They don't wear
signs saying I am a legal or illegal immigrant.
They are hard working and courteous fellow
passengers. But, there are others who ride the
same buses who have an agenda; white, rude,
belligerant, and obnoxious anti-immigrationists
who spew out obscenities on Mexican men, women
and children. The police have had to be called
on occasion.
So, who would you rather sit next to, be
with? A respectful immigrant or one of these
white hatemongers? This is not an extreme and
isolated case.

Even though Jerry Falwell had a lighter
side one tends to remember the other side, the
public persona of the preacher we came to know
so well.
Falwell spotlighted everything that is
wrong with Christian conservatives and the
fundamentalist right. The preacher spent years
fanning the flames of hate. Falwell led the
charge of those trying to tear down the wall
between church and state.
Falwell was a major player in the
frontline of the anti-abortion crazies and had a
serious case of homophobia. If the right
reverend had had his way we would have prayer in
school. Let's not mince words and try to glorify
Jerry Falwell.

This week,
baby seals started loosing their lives in Canada as
fisherman hunters took to the ice. If this hunt
is like last year, over 350,000 harp seals will die
-- almost all of them babies as young as 12 days.
These newborn seals are skinned or bled alive, clubbed
to death, or shot and left to die under the ice!
Why is a boycott powerful and effective? Seal hunting is
an off-season activity for Canada's east coast
commercial fishermen. Only a small fraction of their
income comes from selling seal skins to the fur
industry. [1] The majority of
their annual income is made through seafood products
such as snow crab, cod, scallops and shrimp.
This financial connection between the commercial fishing
industry and the seal hunt means that people
all over the world have the power to end the hunt by
choosing not to buy seafood products from the hunters.
When you put the pressure on Canada's fishing industry,
you'll be joining the more than 350,000 people who have
pledged not to buy Canadian seafood products until this
cruel hunt ends for good. Together, we are making a
difference to these beautiful, intelligent creatures!

Thanks for your address to the nation. It's good to
know you still want to talk to us after how we behaved
in November.
Listen, can I be frank? Sending in 20,000 more troops
just ain't gonna do the job. That will only bring the
troop level back up to what it was last year. And we
were losing the war last year! We've already had over a
million troops serve some time in Iraq since 2003.
Another few thousand is simply not enough to find those
weapons of mass destruction! Er, I mean... bringing
those responsible for 9/11 to justice! Um, scratch that.
Try this -- BRING DEMOCRACY TO THE MIDDLE EAST! YES!!!
You've got to show some courage, dude! You've got to
win this one! C'mon, you got Saddam! You hung 'im high!
I loved watching the video of that -- just like the old
wild west! The bad guy wore black! The hangmen were as
crazy as the hangee! Lynch mobs rule!!!
Look, I have to admit I feel very sorry for the
predicament you're in. As Ricky Bobby said, "If you're
not first, you're last." And you being humiliated in
front of the whole world does NONE of us Americans any
good.
Sir, listen to me. You have to send in MILLIONS of
troops to Iraq, not thousands! The only way to lick this
thing now is to flood Iraq with millions of us! I know
that you're out of combat-ready soldiers -- so you have
to look elsewhere! The only way you are going to beat a
nation of 27 million -- Iraq -- is to send in at least
28 million! Here's how it would work:
The first 27 million Americans go in and kill one
Iraqi each. That will quickly take care of any
insurgency. The other one million of us will stay and
rebuild the country. Simple.
Now, I know you're saying, where will I find 28
million Americans to go to Iraq? Here are some
suggestions:
1. More than 62,000,000 Americans voted for you in
the last election (the one that took place a year and
half into a war we already knew we were losing). I am
confident that at least a third of them would want to
put their body where there vote was and sign up to
volunteer. I know many of these people and, while we may
disagree politically, I know that they don't believe
someone else should have to go and fight their fight for
them -- while they hide here in America.
2. Start a "Kill an Iraqi" Meet-Up group in cities
across the country. I know this idea is so early-21st
century, but I once went to a Lou Dobbs Meet-Up and, I
swear, some of the best ideas happen after the third
mojito. I'm sure you'll get another five million or so
enlistees from this effort.
3. Send over all members of the mainstream media.
After all, they were your collaborators in bringing us
this war -- and many of them are already trained from
having been "embedded!" If that doesn't bring the total
to 28 million, then draft all viewers of the FOX News
channel.
Mr. Bush, do not give up! Now is not the time to pull
your punch! Don't be a weenie by sending in a few
over-tired troops. Get your people behind you and YOU
lead them in like a true commander in chief! Leave no
conservative behind! Full speed ahead!
Let the resounding defeat of Senator Joe Lieberman send a
cold shiver down the spine of every Democrat who supported the
invasion of Iraq and who continues to support, in any way, this
senseless, immoral, unwinnable war. Make no mistake about it:
We, the majority of Americans, want this war ended -- and we
will actively work to defeat each and every one of you who does
not support an immediate end to this war.
Nearly every Democrat set to run for president in 2008 is
responsible for this war. They voted for it or they supported
it. That single, stupid decision has cost us 2,592 American
lives and tens of thousands of Iraqi lives. Lieberman and
Company made a colossal mistake -- and we are going to make sure
they pay for that mistake. Payback time started last night.
I realize that there are those like Kerry and Edwards who
have now changed their position and are strongly anti-war.
Perhaps that switch will be enough for some to support them. For
others, like me -- while I'm glad they've seen the light --
their massive error in judgment is, sadly, proof that they are
not fit for the job. They sided with Bush, and for that, they
may never enter the promised land.
To Hillary, our first best hope for a woman to become
president, I cannot for the life of me figure out why you
continue to support Bush and his war. I'm sure someone has
advised you that a woman can't be elected unless she proves she
can kick ass just as crazy as any man. I'm here to tell you that
you will never make it through the Democratic primaries unless
you start now by strongly opposing the war. It is your only
hope. You and Joe have been Bush's biggest Democratic supporters
of the war. Last night's voter revolt took place just a few
miles from your home in Chappaqua. Did you hear the noise? Can
you read the writing on the wall?
To every Democratic Senator and Congressman who continues to
back Bush's War, allow me to inform you that your days in
elective office are now numbered. Myself and tens of millions of
citizens are going to work hard to actively remove you from any
position of power.
P.S. Republicans -- sorry to leave you out of this letter.
It's just that our side has a little housecleaning to do. We'll
take care of you this November.

I think the vast differences in compensation between victims of
the September 11 casualty and those who die serving our country
in Uniform are profound. No one is really talking about it
either, because you just
don't criticize anything having to do with September 11. Well, I
can't let the numbers pass by because it says something really
disturbing about the entitlement mentality of this country. If
you lost a family member in the September 11 attack, you're
going to get an average of $1,185,000. The range is a minimum
guarantee of $250,000, all the way up
to $4.7 million.
If you are a surviving family member of an American soldier
killed in
action, the first check you get is a $6,000 direct death
benefit, half
of which is taxable.
Next, you get $1,750 for burial costs. If you are the surviving
spouse,
you get $833 a month until you remarry. And there's a payment of
$211
per month for each child under 18. When the child hits 18, those
payments come to a screeching halt.
Keep in mind that some of the people who are getting an average
of
$1.185 million up to $4.7 million are complaining that it's not
enough.
Their deaths were tragic, but for most, they were simply in the
wrong
place at the wrong time. Soldiers put themselves in harms way
FOR ALL OF
US, and they and their families know the dangers.
We also learned over the weekend that some of the victims from
the
Oklahoma City bombing have started an organization asking for
the same
deal that the September 11 families are getting. In addition to
that,
some of the families of those bombed in the embassies are now
asking for
compensation as well.
You see where this is going, don't you? Folks, this is part and
parcel
of over 50 years of entitlement politics in this country. It's
just
really sad. Every time a pay raise comes up for the military,
they
usually receive next to nothing of a raise. Now the green
machine is in
combat in the Middle East while their families have to survive
on food
stamps and live in low-rent housing. Make sense?
However, our own U.S. Congress voted themselves a raise. Many of
you
don't know that they only have to be in Congress one time to
receive a
pension that is more than $15,000 per month. And most are now
equal to
being millionaires plus. They did not receive Social Security on
retirement because they didn't have to pay into the system. If
some of
the military people stay in for 20 years and get out as an E-7,
they may
receive a pension of $1,000 per month, and the very people who
placed
them in harm's way receives a pension of $15,000 per month.
I would like to see our elected officials pick up a weapon and
join
ranks before they start cutting out benefits and lowering pay
for our sons and daughters who are now fighting . " When do
we finally do something about this?" If this doesn't seem
fair to you, it is time to
forward this to as many people as you can.
So Latinos are taking jobs from
Americans! Do they come on horses with rifles, and say
gimmee your jobs? Do they sneak into town at night, mug you, and
say I want your job. No, the newly arrived immigrants do
back-breaking work in the fields, kitchens and factories that
Americans won't touch.
The next time intolerant
white folk, Republicans and anti-immigrant forces say Mexicans
are taking our jobs tell them their prejudice is showing
and to take their bigotry and shove it.

rainbow of hope was sent to me by beloved friends in Israel.

Sometimes my sense of humor can be very Irish.
Humor is related to humility which, in this earthly existence,
is the mother of all virtues. Humility helps someone to
keep their feet on the ground, and it even orients love in the
proper direction - towards God and towards neighbor.
Without humility, we are all damned. Even God has a sense
of humor, and a new-born God has a sense of humility. The
bright lights of Hollywood, or Sacramento, can blind someone to
this reality.
If my sense of humor is biting, I beg your
pardon, because I'm Irish. This Irishman loves you, and he
wants only the best for you and all of California. My
grandfather's youngest sister married a Murphy, and she
moved to Los Angeles from Columbus. How do you handle the
Kennedy clan when they get together? More importantly, how
do you handle a problem called Maria?
Do you know that there are archaeological
excavations of the Celtic site of Halstatt, Austria? How
far is Thal from Halstatt? While we're not exactly certain
where the Celts came from, we do know that they snaked their way
through Europe, and most of them ended up in the British Isles.
Some say that the Celts are related to the lost tribe of Dan of
Israel.
"Those who never forget their origins never

In California, small-minded men, Republicans and
anti-abortionists, have commandeered the intiative process,
much like Gov. Schwarzenegger has, to bring us Prop. 73.
Prop. 73 is an abombination, a farcical exploitation, concocted
by an immoral minority of religious extremists who are
trying to force parental notification and their anti-abortion viewpoint
on the majority of Californians.
Republicans, hardcore conservatives and religious
right-wingers would like nothing better than to have you
to sit at home on your duffs Nov. 8. Low voter turnout
favors their abuse of power and misuse of the election
process.
Vote NO on 73, say No to Schwarzenegger and send a
message to religious zealots and ultraconservatives alike. And
after the election ask the governor why he wasted $50
million dollars of taxpayer monies on a special election.
It
seems that the longer our troops are fighting the war, the less
coverage they get and the public tends to forget the sacrifices
they are making. Since other stories start to take precedence over
the war, I thought it would be nice to keep the memories strong in
the publics eyes with small reminders. I wrote something and was
hoping to share it with other readers and families with loved ones
serving and those who don't even have anyone over there. Please

"Never Forget" Soldiers are a special breed. Trepidation, peril, devastation,
tragedy are all parts of war. What we forget is that the threats
and dangers of their job that keep us out of harm's way exceed
anyone's expectations. And we forget that they are the ones
who see, feel and breathe the exhilaration and sometimes
affliction that the job involves. Their demons are tucked away in
their subconscious and they try to mask it with humor or try to
forget. Yet they will never forget. For when these heroic
individuals lay down to rest they remember. They remember the
child, woman, or man they saved or the ones they couldn't save.
They remember the little cries for help, possessions engulfed by
flames, destruction and panic. They remember deplorable images
that will forever impact their lives. As United States civilians
we look to them to "save" and "protect" us. We
see them as strong, confident and willing servants. Our United
States soldiers have courage, grit and resilience, but they are
human. And they will never forget. So we too must never forget the
sacrifices these men and women make for our country. Never forget.

and they are attempting to water down organic food standards.
This is only a partial list, I will try and track down the larger
list soon. Take a good look and remember every time you
spend a dollar and where you spend it, is a political and social
statement about you. Either you are supporting those farming
practices that are sustainable and respecting the planet or you
are supporting farming practices that are unsustainable and
killing the planet.

Vinci Declassified documentary for TLC. We
thought your readers might be particularly interested seeing how
Laguna Beach
’s Pageant of the Masters is featured in the documentary.
Beantown producers David Carr and David Comtois felt strongly
about using the Pageant of the Masters to help explain why
Leonardo may have used a feminine model for the apostle John in
his famous Last Supper painting. I’ll look for stills of

There
are plentyof
Da Vinci Code-related
documentaries that match this description (or something close to
it). Beantown Productions’ Da
Vinci Declassified, however, is not one of them.
In
contrast,
Da Vinci Declassified, which airs October 23 on
TLC, offers a fun, fast-paced, even irreverent approach to its
topic. More importantly, it also takes a stand by proving the
whole thing is one big fat hoax. Among the areas of the book
debunked by Beantown multi-hyphenates David Carr and David Comtois
are…
·The nefarious secret society known as
the Priory of Sion that controls and manipulates the events in the
novel in order to protect the secret of the Holy Grail. Da
Vinci Code author Dan Brown treats the Priory—allegedly founded
in 1099—as fact but Beantown proves otherwise. It was
actually founded in 1956 as part of a real estate scam!
·The bad guys in the book, the Catholic
groupOpus
Dei, actually do exist but are far from evil. Beantown gets
a rare interview with one of its members who explains their
mission is simply to “find God in your work.”
·According to Brown, Leonardo created a
mysterious device, called the cryptex, which was used to conceal
sensitive information or destroy it should it fall into the wrong
hands. Beantown actually re-createsthe cryptex (which works on the same theory as a
primitive bike lock) to test its validity—and guess what?
They discover it’s all a figment of Brown’s vivid imagination.
With
more than 25 million copies sold and a Ron Howard film in the
works starring Tom Hanks, The
Da Vinci Code is receiving more attention than nearly
any other book since the Bible. It’s high time someone
approached it with thoughtful, well-researched skepticism. We

is with great joy that our family sends you this letter
today! On Tuesday, 9/27, our beloved Chesapeake Bay
Retriever, Bailey, went missing. Not one to wander far
from our yard, we grew frantic and spent our afternoon and
evening posting signs with local merchants; Zinc Cafe,
Starbucks, Caffino, The Coffee Pub, Bambini & The Coffee
Bean in hopes that someone would have seen her and
return her home to us. The warm reception and touching
offers of help we received by not only these establishments,
but by local Laguna Beach Lifeguards and Volunteer Fire
Authority was greatly touching. As long time Laguna
Beach residents, we have always prided ourselves on the
great sense of community we enjoy here. That was
truly on grand display during our search for Bailey
yesterday.
We
are so pleased to report that this afternoon (9/28) our
third "child" happily sauntered down the driveway
and through the gate, home to us. While her wear-about
still remain a large mystery to everyone who drove tirelessly
up and down our city streets looking for her, one thing
that we do know for certain is that the city of Laguna Beach
continues to show us what great community spirit is!

A sales tax increase should be approved with one important
condition.
Laguna Beach’s latest calamity not only exposed Blue Bird
Canyon, it exposed its weak financial underside as well. The
City Council can only correct this problem by developing,
adopting and adhering to a comprehensive Long-Term Financial
Plan.
The process needs to start with a thorough evaluation of the
City’s short and long-term financial needs into the
foreseeable future – at least 20 years. This includes
everything from risk management to projected costs for capital
projects to repair our decaying sewer and storm drain systems,
streets, and other infrastructures.
Establishing these goals must be based upon the most accurate
information available, balanced with all projected revenue
sources. As example, the projected costs for street, curb,
gutter and sidewalk repairs and replacement should be based
upon a comprehensive street and sidewalk assessment program.
Such a financial plan would include a policy to set aside a
specific amount of money each year - to be deposited into a
dedicated emergency reserve fund - with the goal of building
the fund a specific percentage of the adopted general fund
budget. Most cities establish a goal of between 8% and 15% of
their general fund budget. It would be wise for our city to
set the emergency reserve fund goal at the higher end of the
scale given Laguna’s history of floods, landslides and
fires.
Once a Long-Term Financial Plan is adopted, the Council would
evaluate how it was doing to achieve its financial goals as it
considers the proposed budget each year. This process helps to
take financial decisions out of a crisis or piece meal mode to
a mode of more thoughtful deliberation. Decisions are only as
good as the information upon which they are based.
A keystone to starting the process is gathering input from the
public, possibly with a citywide questionnaire, and analysis
of issues by staff This process will require a
commitment of a significant amount of staff and Council time,
and will likely take one to two years to develop. Once
developed, the Plan is updated annually to reflect updated
information and immerging issues not anticipated.
This process was adopted by the City of San Clemente almost
fourteen years ago and it has been extremely successful. San
Clemente has been transformed from a run down financially
strapped community with notoriously potholed streets and a
decaying storm drain system, to a financially healthy one with
miles of new streets, improved streetscapes, storm drains and
other revitalization projects. All levels of public service
have been dramatically improved, including public safety and
recreation services. San Clemente was able to accomplish this
largely as a “bedroom community”, without the benefit of
the tremendous tourist tax base of Laguna Beach.
This process will demand discipline and financial constraint
on the part of the current Council and future Councils. The
payoffs will be incredible in terms of avoiding the costly
problems of crisis management and continually having to change
priorities.
The current financial crisis is requiring many city projects
to be
postponed or shelved indefinitely, such as the
community-senior center, lifeguard headquarters repairs and
finalizing the creation of a database of city records after a
$100,000 investment. Derailment of such projects is costly and
very upsetting to the many people that have been patiently
waiting for something of interest to them to get done. This
must be especially upsetting to the many people that have gone
to tremendous lengths to raise funds for the community-senior
center.
I, for one, believe that the potential sale of the
approximately
$2,000,000 City property currently leased to the Girl Scouts
for $1 per year should be placed back on the table. To sell
the property does not mean that the Girl Scouts cannot still
function or that the city would not work with them to find an
alternative place for them to meet. For the Girl Scouts’
parents to hide behind the notion that the City should not
sell its property is a sham. Cities buy and sell property all
the time. There is nothing sacred about our City selling its
land for the good of the community.
How can we further delay building the community-senior center
and other important projects because the Council caved in to
the pressures of the Girl Scouts’ parents? I would hope that
these vocal parents would show more understanding for the
needs of others within the community. The general citizenry
that will use this new facility will greatly outnumber the
relatively small number of Laguna Beach and out of town Girl
Scouts that use their leased property.
Council, I will support a sales tax increase with a sunset
clause, if you agree to implement and adhere to a responsible
Long-Term Financial Plan that includes consideration of the
sale of the land currently leased to the Girl Scouts. Should
the Council embark on such a plan, I suspect that taxpayers
will be more likely to agree to future tax increases or
special assessments if they recognized that the Council was
being financially responsible while trying to meet the
community’s needs.

What can one person do?
Most people I've spoken with in recent years feel they have no
power, no ability to affect the dreadful course of events unfolding
around them, especially world or national events. Cindy Sheehan
shows what one person can do.
Whether you agree with her position on Bush and Iraq or not, there
can be no doubting the magnitude of the effect that has followed her
actions. By standing along a dusty road in Texas with a sign she has
done more to successfully challenge the neo-con New World Order than
the entire worldwide anti-war movement and the entire Democratic
Party combined. If more people dared to individually stand up for
what they believe in this way the police state would wither on the
vine.
During a war normal life is suspended. We are in a war, but it's not
the fake war on terror we see on Fox and CNN.
The real war is being made all over the Earth against average
everyday people like Cindy Sheehan. Right now most of the casualties
are overseas but the real focus is still right here in the US.
Unless the American people can be subjugated, intimidated,
disinformed and made willing to give up their rights those making
this war will ultimately lose it.
The real war is a war against free speech, against the bill of
rights,
against freedom, against conscience and against human decency. It's
a war against life, against nature and against the Earth itself. As
Americans we are uniquely both the perpetrators and the victims of
this war - perpetrators because this is all being done in our
names and victims because it is our freedom that is the ultimate
target.
Deny the corporate police state what it wants and you will deny it
power. To defeat such an enemy, we must use the weapons that are
most effective, the weapons they most fear.
What are these weapons? Certainly not bombs or bullets or suicide
attacks.
They are the manufacturers, distributors and perpetrators of most of
the violence we see in the world today. Using the techniques of
advertising, propaganda and human psychology, they manipulate young
Americans to go to war as readily as they brainwash young Muslims to
become suicide bombers.
What they fear most are not weapons of mass destruction but sincere
words.
Cardboard signs. Acts of conscience. A refusal to go along with the
propaganda of fear. A determination to not let them get away with
it.
It all comes down to one person at a time non-violently standing up
for what they believe in. Anyone can refuse to be intimidated into
silence or passive acceptance. Sometimes, defending your country
means fighting against it.
Like the power within a single atom, we all have this power right
now freely at our disposal.

and Millions of other Americans are wondering why people
would build homes, Multi Million dollar homes on the sides of
hills with the knowledge that at some point in time they would end
up at the bottom of the canyon. It's said on the news that there
is no insurance for these pitifully stupid people but they insist
on building there. Myself as a tax payer don't want a dollar of my
money going toward the restoration of these homes. If these folks
have millions to build these home they should have enough to
rebuild without a government handout. After all most people in the
nation have better sense than to build on dirt hills. But then I
keep forgetting, we are talking about California and the people of
California, the land of Fruits and Nuts.

Our Harmonic Concordance Experience
Our local "Harmonic Concordance" ceremonial
experience turned out awesome. We had planned a small
celebration at a local home with a nice natural back yard
setting of maybe a dozen or so guests. Then at the last minute
we listed our
celebration of hosting offer with the Harmonic Concordance web
site. The response was overwhelming. We had 103 requests for
information and 47 showed. We could jam in and accommodate 40
in the canyon home and back yard so we met the others at Aliso
beach in South Laguna. We had a moving time, starting with a
spectacular sunset (green flash did not show), followed by the
Lunar Eclipse (which we could not see do to cloud cover).
Though payer, meditation, drumming,
rattles, flute sounds and camp fire, the evening was filled
with unity joy, peace and reconciliation.
The concordance harmonic agreement tones formed the basis for
the extraordinary sky that followed the eclipse. The cloud
formations took the shape of a huge Feather Fan others saw in
it step rows of the Anasazi farming fields of the American
Southwest. Shortly thereafter the unobstructed view of the
full moon appeared a circle or halo, which we have all seen
before. But then never before seen, by all there. A
spectacular 2nd circle formed which had all the colors of the
rainbow. We named it "The Harmonic Agreement Tones".
It was one of
those times when humanity was achieving significant progress
in the raising of consciousness and spiritual growth.
From my viewpoint, I've experienced quite a number of highly
touted moments of great enlightenment. This to me was a
massive paradigm shift into a new enlightenment of Harmonic
Concordance.
The energy that flowed forth was the light from which all
knowledge and God given talent comes from. Where dreams are
visions while we sleep and visions are dreams while wake, but
they are always coming and Nov 8, 2003 they were
super charged.
Through this ceremonial experience we reached for the
highest expression possible for the development of human
beings. And for what this can mean for the world and peace.
As this experience raised our consciousness, we grow in
spiritual understanding and in our ability to express our
world and the marching on of mankind.

Everyone
always refers to the Constitution of the United States as
though they know it by heart. We have all heard the phrase
"you are violating my constitutional rights".
However, how many of us have actually read the document it in
its entirety? Most likely, a very small percentage of us could
be included in that group. It would be wonderful if it was
required reading for every citizen of this great nation of
ours. Maybe, then we would understand that the founding
framers gave us a blueprint by which we could be a government
that was by the people and for the people.
This document provides for us a model by which, we are to live
as a free people. It is a constitution meant for all
Americans, for all times. The Constitution instructs us to
elect the President, every four years, elect the Congress and
a Senate and to install a multi- tiered Judiciary system, The
checks and balances instituted in this document was to
perpetuate a democratic nation. Party politics came about to
make for an adversarial climate. For the truth to come forth
there must be a thesis, an antithesis and a synthesis of
opposing ideals. It makes for good competition; after all,
competition in the public sector as well as the private sector
makes for a healthy America.
Now let us focus on the local governments and examine the
obvious lack of competition that exists here in our California
cities. The system called general law government has over 300
cities in the state operating under the format of
council/manager administration. This system prides itself on
being devoid of bipartisan politics and runs counter
productive to the governments that exists at the National as
well as State levels. Why is this the case? The answer can be
found in Richard Stillman's book entitled the "The Rise
of The City Manager". He argues that a city should
operate as a corporation and who best to run the city than the
City Manager. He is the technician, the CEO, the Council is
the Board of Directors and we the people, are the
shareholders. In a perfect world, this system could work for
the benefit of all. However, this is not a perfect world and
we the shareholders are getting a raw deal. A poll could
easily verify voter dissatisfaction here in Laguna Beach. What
we are forced to endure is a façade of a democratic system,
which in reality is a government controlled by the City
Manager, who is appointed and not elected. There in lies the
unaccountability. Sources tell me that the average salary for
a City Manager in the state of California is $204,000 per
year. Just use common sense, City Councils are not in control
of local governments. How could they be, when they are paid a
mere pittance compared to the City Managers. They are merely
puppets for City Managers. Is that why the City Managers are
the third most powerful lobbying group in the state of
California? They perpetuate their existence and in fact, no
city incorporated in the state of California since 1970, has
been anything but City Manager controlled. We do not have
democracy at the local level, but instead a technocratic
bureaucracy.
In Laguna Beach the City Manager, Ken Frank has been in power
for over 25 years and there are sentiments amongst many of the
citizens that the situation is out of voters' control. It does
not matter who is elected to the City Council, no one will
dare contest Frank. The council is in fear of the man. Why is
this so? They are afraid of his power and the monopoly he
enjoys. However, there are some citizens in Laguna Beach that
have the courage to stand up and expose the emperor for what
he is, a dictatorial leader. Just take an anonymous survey of
what city employees feel and the truth would hurt. As a person
who has lived here over 15 years I talked to many about their
opinions. Is that why the Fire Fighters had to go forth with
their initiative? Would a democratic system purposely endanger
the lives of its citizens? Would a caring government sell its
artistic soul to the highest bidder? Would it have little
regard for the needs of its senior citizens? The answer is no
to all of these questions. The spirit of freedom is in
the air, here in Laguna Beach. When the people are educated
about the Constitution and what it stands for, the closer we
will get to having the representation of a government in
Laguna Beach, that is for the people and by the people.
