Here are some important services

Former Councilmember
Paul Freeman publicly
excoriated hospital
officials Tuesday at the
City Council meeting for
allegedly
misappropriating funds.
Former Laguna Beach
mayor and political consultant Paul
Freeman on Tuesday demanded the City
Council seek an accounting of restricted
donations to the South Coast Medical
Center Foundation, which was dissolved
last month the same day Adventist Health
announced a buyer for the 205-bed
hospital.
Freeman, who had no formal
involvement with the hospital or its
foundation, told council members
Adventist executives subjected
foundation members and its chairman,
Cecil Spearman, to "undue pressure" to
go along with the foundation's
dissolution or risk the hospital's
closure. Foundation assets include a
medical office building appraised
recently at $8.9 million, which SCMC
intends to sell as part of the package
to its new buyer.
Freeman told the council he was
compelled to come forward and disclose
his conversation with Spearman, who had
confided in him. Ultimately, Freeman
decided the community's interests were
paramount. "They've lost sight… of the
difference between rules and ethics.
Rules are something imposed…Ethics are
something we should embrace," said
Freeman in a statement. He went on to
censure hospital executives for
"unadulterated greed that colors how
they view the world and their role in
it…"
Councilmember Elizabeth Pearson, the
foundation's former executive director,
excused herself during Freeman's
statement. She declined comment
afterwards.
Roseville-based Adventist Health,
which has subsidized $44 million in
operating losses by SCMC during its
10-year ownership, on Nov. 14 announced
St. Joseph Health Systems the winning
bidder. Terms were not disclosed.
Adventist spokeswoman Alicia Gonzalez
called Freeman's allegations inaccurate
hearsay.
She maintained that absorbing
foundation assets was an "ordinary and
necessary" step in compliance with
Adventist Health's original 1998
acquisition agreement. The foundation's
own attorney concurred, Gonzalez pointed
out.
Adventist Health and South Coast
Medical Center does not intend to retain
the restricted assets, she said.
SCMC chief executive, Bruce
Christian, was said to be on vacation
and could not be reached for comment.
Freeman now joins several other
former board members in alleging
Adventist Health wrongfully appropriated
foundation contributions designated by
donors for specific purposes, such as a
proposed cancer center.
The state's attorney general will
hold a public hearing on the proposed
acquisition and must approve the deal.
In an interview, Spearman denies
having been pressured by anyone. "We
should all remember that the foundation
money will stay right with the hospital.
I've been in touch with the St. Joseph's
foundation director and she said when
the sale is complete, she will see that
all the monies are safely where they
belong and that the new foundation is
absolutely above board and operating to
an equal standard with Mission
Hospital."
Nevertheless, Spearman concedes that
hospital officials rather than
foundation executives controlled
foundation accounting in recent years.
The 2007 results are still incomplete
and have not been made public for donors
or interested parties. "Questions should
be answered to the satisfaction of those
wanting to know," Spearman said.
Former foundation board member Sue
Morrison, local donor and developer Joe
Hanauer, and Dana Point's mayor Joel
Bishop have in recent weeks joined
Spearman and Freeman in calling for
public disclosure of the foundation's
2007 records.
