Interpol May Block Orange County Sheriff" Access

Interpol's secure global police communications system may be denied to Orange County Sheriff's Department due to the recent indictment of Sheriff Michael Carona.

Interpol's information about terrorism, and other major crime and criminals is currently being shared with the Sheriff’s Dept along with nominal data, such as fingerprints and other important identity documents that can be verified in seconds.

According to a high level INTERPOL representative that privilege may be modified or even suspended.

Since January 2007, Orange County Sheriff’s Department and Jail Deputies have had official designation from the US’s Immigration and Customs Enforcement Agency to interview foreign nationals taken into custody. Enabling access to Interpol’s international databases which would further assist the sheriff to identify international wanted persons arrested in California and else where.

According to INTERPOL Sheriff Carona met with Secretary General Ronald K. Noble at the INTERPOL headquarters in Lyon to identify ways in which vital international police information could be accessed by his deputies even on the street.

The Board of Supervisors approved the Sheriff-Coroner to travel to Great Britain and France to meet with law enforcement, private sector and government officials on international terrorism and law enforcement issues. Sheriff Carona was to travel to Lyon, France, to meet with Secretary General Ronald Noble of Interpol for a series of classified briefings on intelligence, drug and human trafficking, money laundering and terrorism. According to Carona establishing a direct relationship with Interpol will provide he and his deputies with direct access to timely intelligence. The Sheriff was to also travel to London to meet with Great Britain’s top metropolitan police agency, Scotland Yard, to be briefed by its commissioners on security operations at London-Heathrow Airport and on the London Underground public transportation system. He was to be given a briefing on the Closed Circuit Television system utilized for security in the greater London area. Upon his return, Sheriff Carona was to provide the Board of Supervisors with a complete report on findings and public safety goals developed from the comprehensive briefings. Its been reported that the Sheriff may not have actually met with those agencies. See www.ocweekly.com The Journal contacted INTERPOL and was told they have no record of Sheriff Carona meeting with Secretary General Ronald Noble of INTERPOL.
 

'With thousands of overseas visitors each year, it is clear that the best way to keep the people and businesses of Orange County safe from international criminals is the creation of links with international agencies such as INTERPOL,' said Secretary General Noble.

'Sheriff Corona’s recognition of this fact is something I hope that other police chiefs, both throughout America and the rest of the world will also come to realize, and his foresight should be applauded.

'Creating a link between INTERPOL and national police to make sure that the right information reaches the right people as quickly and efficiently as possible should be the goal of all law enforcement.'

The world’s largest police organization, each of Interpol’s 186 member countries has an INTERPOL National Central Bureau (NCB) which is controlled and staffed by the national authorities of that country.

Located in Washington DC, the US NCB includes police representatives from a number of federal and state law enforcement agencies, and has been working with the General Secretariat to extend INTERPOL services to officers in the field.

 During his visit Carona said 'If Orange County Sheriff’s Deputies were given direct access to Interpol’s tools such as the Stolen and Lost Travel Documents database, this would have a major impact on our ability to carry out our job of protecting all residents and visitors.'  

'I have committed my department to working with the US NCB and INTERPOL to see how fast we can get these tools into the hands of my deputies in the field. Those of us in law enforcement have a duty to explore every avenue and opportunity which can help us carry out our jobs to the best of our abilities.'

INTERPOL has made it one of its highest priorities to ensure that member countries possess the most effective tools available to combat international crime and terrorism.

Serous questions are being asked about Corona’s trust worthiness wondering if Carona and his deputies should have access to such vital information.

Earlier this year, a well-respected international police organization voted to block access by Carona and the Orange County Sheriff's Department to its organized-crime databases. The reason?

Glusman also owns Pieros in Las Vegas. Its rumored that  Rick Rizzolo and some of his mobster friends frequent  the restaurant and may have hidden interests in the enterprise. Also reported at that meeting con artist Joseph Medawar—two other men Carona made associates—are now serving federal prison sentences. Indeed, Rizzolo--whom FBI agents have recorded dining with La Cosa Nostra hitmen and bosses--was a campaign contributor to our sheriff until the local media exposed the tie.

According to Steve Miller a former Las Vegas City Counclemen and now writes internationally syndicated columns on organized crime and political corruption for Rick Porrello's AmericanMafia.com:
 writes "It’s long been suspected that Carona, a close friend of Rick Rizzolo and other Vegas luminaries, was providing Vegas and Orange County Mafia associates with classified information only available to law enforcement agencies.

Vegas expatriates who have second homes in Newport Beach and Laghuna Beach include Mayor Oscar Goodman, Joey Cusumano, Gary Primm, Frank Fertitta Jr., Bruce Becker, Michael Galardi, Blake Sartini, Jan Jones, Terry Lanni, and others.

Observed in Newport and Laguna freeloading on the above Vegas to OC transplants include former LV councilman Michael McDonald, ex-Clark Commissioners Lance Malone, Erin Kenny, and Dario Herrera in exchange for their granting of political favors.

Last year the Orange County Sheriff’s Office was taken off the list of agencies linked to a national law enforcement information base because it was suspected that Carona was sharing confidential information with Rizzolo and his Vegas Mob friends.

Carona was the sheriff who gave LV restaurant owner Freddy Glusman a badge that he later had to revoke after Glusman tried using it to intimidate a Newport Beach shop owner.

Don Mehr Santa Ana Bail Bondsmen and others had complained to the sheriff for years that someone teamed up with jail deputies inside the Orange County Sheriff’s Department and was running a bail-bonds scam in his jails. The OC weekly reported that Carona did nothing and, when pressed, claimed he’d checked but didn’t find any evidence of a scam.
