Laguna Beach PD & ABC conducted undercover Minor Decoy Operation
On the evening of September 29, 2009, detectives from the Laguna Beach Police Department conducted an undercover “Alcoholic Beverage Control (ABC) Minor Decoy Operation.” This operation included the use of a minor under the age of 21. The minor is referred to as “Decoy.” The ABC Minor Decoy Operation is a statewide program that has proven to be an effective tool for law enforcement to curb underage drinking, underage drinking and driving, and other related quality of life issues. Under the supervision of detectives, the Decoy would enter businesses, which offer alcohol for sale both on and off premises, and attempt to purchase alcoholic beverages.The operation was conducted at twenty-eight (28) businesses within the city. All but one (1) of the businesses checked the identification of the Decoy. In five (5) instances the employee of a business viewed the identification but failed to recognize the Decoy was a minor, despite the bolded print on the ID card. Citations were issued to employees of six (6) businesses for “Sales of Alcohol to a Minor.” This violation is a misdemeanor. The associated businesses whose employees received a citation were:
It is illegal in the State of California to furnish any person under the age of 21 with an alcoholic beverage. It is also illegal for any person under the age of 21 to possess any type of alcoholic beverage.
Personnel costs associated with the ABC Minor Decoy Operation are completely funded by a grant the Laguna Beach Police Department has received from the Alcoholic Beverage Control (ABC).
