Laguna Beach PD reports lewd conduct incident from last evening
A resident called “911” and reported seeing a man lurking in the bushes behind her home. She was alerted to his presence when a neighbor called and said she saw him near the fence line. He was staring into the backyard area and was nude from the waist down. (At the time, the woman’s four year old daughter was playing in the yard.)
The upset mother ran outside and grabbed her child prior to calling the police. The man was unaware that she could see him looking into the yard, and continued his activities until police arrived.
Officers detained him and interviewed witnesses from both homes. They learned that he had been masturbating while watching the young child play. He also had items in his possession which lead officers to believe he was engaging in illegal sexual activity.
Richard Paul Lyons, a 54 year old homeless man was taken into custody for CPC 314.1 (Lewd Conduct). He is being held at Orange County Jail on $10,000 bail pending arraignment on Thursday March 11th. The Laguna Beach Police Department will be requesting an additional charge of CPC 647.6 (Annoying/Molesting a child under 18 years of age) prior to the arraignment.
Mr. Lyons is a convicted felon with a criminal history from several different states. Date of Incident: March 9, 2010 at 5:13 pm
