Of the four U.S. District Court judges in El Paso, only Judge Frank Montalvo is not an El Pasoan. Before being confirmed as a federal judge in 2003 under President Bush's administration, Montalvo was a state district court judge in San Antonio hearing mostly civil cases.  Full story
