The city council was pitched by than Orange County Assistant Sheriff Jack Anderson to not ask the Board of Supervisors, to appoint former sheriff's lieutenant Bill Hunt, who also was a candidate for sheriff in 2006. Anderson during his lobbying effort at that council meeting wore his sheriffs uniform, perhaps contrary to State law. Anderson subsequently was he himself appointed acting Sheriff by the supervisors to replace indicted and now retired Sheriff Michael S. Carona. Anderson is known to be very active in Orange County politics. Anderson is an official in the Orange County Republican party. The role of acting Sheriff did fall to Anderson, who had expressed interest in being appointed to that top job:
The San Clemente City Council has now changed its mind and have written a letter to Orange County Supervisors asking them to appoint former Lt. Bill Hunt as a permanent replacement for Carona, who is facing federal corruption charges. Citing Hunt's service record and popularity while he served as chief of police services for San Clemente, Mayor Joe Anderson (no relative to Jack Anderson) described Hunt as a "consummate professional, proven leader and a man of high integrity." The Journal has confirmed that the California Attorney General is looking into a complaint filled by former Orange County Sheriff candidate Bill Hunt supporter Tim R. Whitacre which alleges that acting sheriff Jack Anderson broke the law in his earlier lobbing appearance before the San Clemente City Council. During the Nov. 20 meeting, the San Clemente City Council was considering sending a formal letter to the Board of Supervisors, asking it to appoint Hunt if Carona stepped down. The council voted unanimously against the idea after hearing from Assistant Sheriff Anderson that night. Just before former Sheriff michael Carona resigned he said "Assistant Sheriff Anderson has a long and distinguished career in the Orange County Sheriff's Department and is one of our most respected members. I am confident that I leave the Orange County Sheriff's Department knowing that it is in very capable hands. According to the complaint, Anderson traveled in a county vehicle to the council meeting and was wearing his uniform when he addressed the council, alleging that Hunt was properly demoted after the election and asking council members not to endorse him. Sheriff's Department spokesmen claim it was legal and completely appropriate for Anderson to address the council in uniform because he was there to discuss department policy, not politics. San Clemente is a sheriff’s contract city. Hunt was chief of police services in the coastal community from 2003-2006 until he ran for sheriff against Carona and lost. Carona then placed Hunt on administrative leave and ordered an investigation into statements Hunt had made during the campaign. In December, Hunt was demoted to deputy but he chose to retire rather than accept the demotion.
