Taser International 'brainwashed' Canada

Firm even created 'excited delirium' diagnosis for stun-gun death

A police psychologist with more than 30 years' experience in police crises and training says Canada has been "brainwashed" into buying the Taser along with the justification for its use by its American manufacturer.

Michael Webster, who has managed hostage-takings and kidnappings and trained or worked with Vancouver police, RCMP, Europol, the FBI and police in Mexico, Colombia and Australia, levelled a blistering broadside at the growing police use of Tasers in "suspect" and "inappropriate" cases.

Speaking at the Braidwood Inquiry into Taser use in Vancouver yesterday, Webster emphasized he is neither anti-police nor opposed to the proper use of a conducted-energy weapon in highly restricted situations.

He charged that "Canadian law enforcement, and its American brothers and sisters, have been 'brainwashed' by companies like Taser International.

"Taser International and the Institute for the Prevention of In-custody Deaths [run by Taser associate John Peters], complete with supportive physicians and researchers, all on the payroll, have through a brilliant marketing scheme, created an extremely lucrative business built largely on a dubious disorder," said Webster.

He noted that the company has won at least eight lawsuits in which it was alleged victims died of Taser shocks by arguing the deaths were caused by "excited delirium."

Earlier, Vancouver psychiatrist Dr. Lu Shaohua, who has worked with hundreds of patients in crisis, said that "excited delirium" is not an accepted medical diagnosis.

Webster noted Taser International bombards medical examiners with pamphlets about "excited delirium" as both a provocation for Taser use and probable cause of death.

Webster said police need more training on how to defuse crises before reaching for the stun guns.

"When you think the only tool you have is a hammer, then the whole world begins to look like a nail," he said.

Webster said the safety of the Taser is not resolved and even if it becomes proven, its use should be restricted.

"If the Taser proves to be safe, its use in Canada [should] be restricted to only those situations involving a significant risk of death or grievous bodily harm," he said.

Webster said he was "shocked" and "embarrassed" to see the video of the RCMP using a Taser on Polish immigrant Robert Dziekanski at the Vancouver International Airport last Oct. 14, after the man had wandered around for eight hours without food or drink, and suffered from a language barrier.

"It is neither humane nor logical to inflict crippling pain on someone who has lost his mental balance," he said.

Braidwood is inquiring into the use of Tasers by police, sheriffs and corrections officials. In the fall, he will inquire into the death of Dziekanski.
